That's a pretty good place to start, even though the guy who posted it there was impersonating the 'real' Neo Pikachu. It's a long story, and one I don't particularly feel like recounting as I wasn't there when he was doing this stealing. But yeah, that's a pretty good guide for general RPing.

The first step in creating any kind of RP, is an idea. This means a detailed idea, not something along the lines of "lol i shud strt a pogeymanz RP". In this concept stage, you should already be thinking about the basic plot, the setting, and how you shall go about it.
The most important thing would be to not use things that have become overused. Unless your RP is a parody, the whole "Evil guy is taking ober the world and now you must get [insertitems] to defeat him" is a big nono. A suggestion from me is to begin with a small problem, and gradually make it get larger, or branch into several different things.
[b][i][u]~ Setting Up the Storyline:[/u][/i][/b]
Now is when you should finish up things about your RP's plot. Fix up any holes, and plan ahead for what's to come in the RP. Do not plan too many specific events, as this is not a story. Simply think about how you want the RP to go, and, if you need to, write it down so you won't forget what you want to do.
[b][u]NOTE:[/u][/b] If you are planning a persistent RP(one with no true storyline, but either a series of events or similar proceedings), you should still plan ahead. Write down any plot ideas you have, you could use them later.
Remember that players could drastically change what happens in your RP. Some people may create a character that gets a spotlight in the RP, even changing your entire planning of the RP! This is why RP planning should never be specific. Anything can happen, as you have multiple writers, each with a different idea.
[b][i][u]~ Planning the Setting:[/u][/i][/b]
While the setting may not seem all that important in an RP, the truth is, is that it is probably the one of the most important things of the RP! Is your RP set in the real world, or a completely fictional one? Does it take place in modern times, or the future? It could even take place during the middle ages or earlier! Remember to post with your RP what the world is like at the time!
[b][i][u]~ The Sign-Up:[/u][/i][/b]
While most people dread this phase of making an RP, it can actually be one of the most fun parts of making one, as it is very influential in how the story is set up. Knowing about a character really helps to set up situations, not to mention it helps other players know what to think when a character speaks/acts/etc. There is a basic format you should follow, and it is as follows.
Remember that this can be expanded on depending on your RP, but these are the basic, almost required elements of a sign-up. In fact, if there's any of them you can leave out, it would just be one - history. However, I do not recommend this, as characters' pasts are quite important in the fleshing out of the RP.
[b][i][u]~Maintaining the RP:[/u][/i][/b]
Once you have made your RP, and some people are participating in it, it is time to actually get the show on the road and begin. One of the most important things is to keep it fresh. Throw in new NPCs, places, and things to do, but do not lose track. Two of the most common mistakes seen in the making of an RP are either making it very monotonous, or losing track of what's going on. The best way to avoid this is to have a small, but not too small, amount of players. I usually recommend 5 or 6 at a time, depending on the RP itself.
